Mike Castro

Mike Castro’s nearly 30 years as a public administrator have been served in a variety of capacities throughout the State of Texas. Prior to his appointment as the Murphy City Manager in 2016, Castro served for 11 years as the City Manager of Jersey Village, Texas. In addition to Murphy and Jersey Village, Castro has also served as City Manager for Garden Ridge and Stephenville, Texas. Prior to his local government service, Castro served on active-duty in the U.S. Army at Fort Hood, Texas and multiple overseas assignments.

Castro was appointed to the position of City Manager by the Murphy City Council in June of 2016. During his time with the city, Castro has played a key role in the organization and implementation of the city’s 2017 Capital Projects Program. He has also emphasized sustainability and long-term planning in all aspects of city operations.

Castro holds a Bachelors degree in Engineering Sciences (concentration in Civil Engineering) from the United States Military Academy at West Point. Castro received his Masters Degree in Community and Regional Planning from the University of Texas at Austin. Castro also holds a Doctor of Philosophy in Political Science from the University of Houston. He is a 15-year Credentialed Manager through the International City Management Association. Castro is also a Certified Public Manager through Texas State University.

Mike serves as the current Club Secretary for the Plano Sunrise Rotary Club. Mike has been married to his wife Lisa for 19 years. Lisa, a San Antonio native, is a 7th generation Texan and holds membership in the Daughters of the Republic of Texas. Together, Mike and Lisa provide a home for Jack, a shelter-rescue cat who talks far too much.
